Indonesia’s tv program problem

In Indonesia, the subject of censorship has reaped debate in many circles. Presumably the topic of censorship the level of sensitivity beyond the topic of suicide which is much discussed by the world. It has started by KPI. KPI or Key Performance Indicators are Benchmark, target, time used in business intelligence to assess a business situation and determine a course of action against it. Throughout 2013 until April 2014, the KPI received as many as 1600s of complaints against TV programs that were deemed troubling and harmful to a child’s physical and mental growth and influencing violent behavior against children. In consequence KPI made rules about violent impressions. Broadcasting code and P3SPS KPI affirming that the effects of these images are highly at risk to children and adolescents. More detailed descriptions of violence instructions are provided in the standard program of broadcasts (SPS) of KPI, 2012 subsections 23, 24 and 25. There are few people agree and disagree.


Firstly, Sears (1991), the author of Wishbook, stated increasing proportion of scenes of violence in both movies and television breeds concern over the rise of negative influence on spectators, especially children. This concern was based on the nature of television broadcasts that easily reach homes so freely and without control. The categories of offenses in children’s programming include visual, narration, and violations, moral, and behavioral values. Chapter 26 forbids of SPS KPI displaying violence like blood victims, scenes of torture that are sorrowing and that terrifies the audience like stabbing with sharp objects, scenes of self abuse in detail, or any other pathetic conditions because children are victimized in this. Add to this an added incidence of time for the spectacle of children, which increased by 20 percent to 30 percent during holidays. However, numerous studies have shown no connection between Tv program and violent behavior, with the American Psychological Association stating there is little to no evidence connecting these.


Secondly, according to commissioner KPI Center, Hardly Stefano, the 2002 distribution act, article 36 verse 5, states that the contents of the broadcast were banned from highlighting elements of violence, fornication, gambling, and drug abuse. In the 2012 channel of a broadcast behavior guidelines (p3), a broadcast agency is required to submit to restrictions imposed by ban or restrictions on violent broadcast programs. “The majority of broadcast programmers seem to believe that violent content can produce attractive viewing and attract viewers. As a result, they often ignore the negative effects of the violent charge especially for children and teenagers,” Hardly said in front of the school participants SPS KPI force xxvii in the hall of MIPA’s college of Tadulako University, Palu, Central Sulawesi (Sulteng), Wednesday (28/3/2018). But his words clearly lacking on direct relationship between violent TV programs and youth violence. Finally, we can conclude that the negative effects happen depending the kids’ personality. If the child is easily provoked by anger, his or her parents should forbid his movies watches that could have bad effects on him. But if the child is a good kid then the chances of influence are close to zero. Therefore parents should be actively watching the show and limit the time on the TV.
